Human Trafficking is a Scourge that Must be Fought at All Levels

IMDStudents across America are taught that slavery ended in the 19th century. But, sadly, nearly 150 years later, the fight to end this global scourge is far from over. Today it takes a different form, and we call it by a different name — “human trafficking” — but it is still a horrendous crime and an affront to basic human dignity in the United States and around the world.

President Barack Obama proclaimed January 2015 National Slavery and Human Trafficking Prevention Month. The United States actively works to prosecute traffickers and help victims recover and rebuild their lives and our government has launched major initiatives to help healthcare workers, airline flight crews, and other private sector professionals to better identify and provide assistance to victims of trafficking.

The United States is also working with international partners and faith-based organizations to bolster anti-trafficking efforts across the globe, including in Ethiopia. We are working with these partners to strengthen protections for trafficking victims, support the development of new tools to prevent and respond to this crime, and increase access to services that help survivors become self-sufficient.

Modern slavery occurs everywhere around the world, and governments, businesses, and consumers are responsible to respond to it. It is shocking to note that the International Labor Organization (ILO) reports an estimated $150 billion in illegal profits generated by the labor and services of 20 million or more individuals victimized by traffickers.
Addressing human trafficking in supply chains for businesses requires both greater awareness by consumers and new partnerships with private sector leaders. President Obama notes that “every citizen can take action by speaking up and insisting that the clothes they wear, the food they eat, and the products they buy are made free of forced labor. Business and non-profit leaders can ensure their supply chains do not exploit individuals in bondage.”

The U.S. government has made efforts to address the roots of human trafficking, in both the United States and many countries around the world. In Ethiopia, the U.S. government has partnered with World Vision and the Mennonite Economic Development Associates through the Ethiopians Fighting Against Child Exploitation (E-FACE) project to expand educational opportunities for thousands of youth who are considered the most vulnerable to exploitative labor and trafficking. The project also provides support for families of children also considered at risk of human trafficking. Just last month I joined Minister of Labor and Social Affairs Abdulfatah Abdullahi Hassan to visit the E-FACE program in southern Ethiopia and learn how it is fighting trafficking. I came away impressed with how the program exemplifies the shared commitment between the United States and Ethiopia in fighting the scourge of exploitative child labor.
As a sign of our deep commitment to tackling the roots of trafficking, the U.S. government has also partnered with the International Organization for Migration (IOM) to conduct the “community conversations” project, which is a grassroots-based approach to preventing human trafficking in Ethiopia. These “community conversations” empower members of local communities across the country to design effective strategies to combat trafficking and teach their residents how to avoid becoming victims of human trafficking.
Human trafficking and modern-day slavery are problems that unfortunately continue to impact the United States and many of our partners around the globe, including Ethiopia. We are confident, however, that with our sustained and joint efforts, we can make a real difference in not only fighting the human traffickers, but also in eliminating the root causes of human trafficking.

ህገ-ወጥ የሰዎች ዝውውር ሁሉም በየደረጃው ሊዋጋው የሚገባ ነቀርሳ ነው

በመላው አሜሪካ ያሉ ተማሪዎች ባርነት በ19ኛው ክፍለ ዘመን የተወገደ ችግር መሆኑን ይማራሉ፡፡ ይሁንና በሚያሳዝን መልኩ፣ ከ150 ዓመታት በኋላ ዛሬም ችግሩ ሥር እንደሰደደ ያለ መሆኑን እንረዳለን፡፡ በርግጥ ህገወጥ የሰዎች ዝውውር በሚል ስሙንና መልኩን የቀየረ ቢሆንም፤በአሜሪካና በመላው ዓለም አስከፊና የሰው ልጆችን መሠረታዊ ክብር የሚያዋርድ ወንጀል ሆኗል፡፡

ፕሬዚዳንት ባራክ ኦባማ ጃንዋሪ 2015 ብሔራዊ የባርነትና የህገወጥ የሰዎች ዝውውር የሚወገዝበት ወር እንዲሆን አውጀዋል፡፡ አሜሪካ ህገወጥ አዘዋዋሪዎችን ለህግ የምታቀርብ ሲሆን፤የችግሩ ሰለባዎችንም ከችግሩ እንዲያገግሙና መልሰው እንዲቋቋሙ ትረዳለች፡፡ ከዚህም በተጨማሪ መንግሥታችን የጤና ባለሙያዎች፣ የበረራ ሠራተኞችና ሌሎች በግሉ ዘርፍ የተሠማሩ ባለሙያዎች የህገወጥ ዝውውር ሰለባዎችን በተሻለ መልኩ መለየትና መርዳት የሚችሉበትን ሥርዓት ዘርግቷል፡፡

አሜሪካ ኢትዮጵያን ጨምሮ ከተለያዩ ዓለም አቀፍ አጋሮችና የሃይማኖት ተቋማት ጋር በመሥራት ህገወጥ የሰዎች ዝውውርን በማስወገድ ዙሪያ የሚደረጉ ጥረቶችን ትደግፋለች፡፡ በዚህ ረገድ የህገወጥ ዝውውር ሰለባዎችን ለመጠበቅ፣ወንጀሉን ለመከላከልና አፋጣኝ ምላሽ ለመስጠት የሚያስችሉ አዳዲስ አሠራሮችን በመደገፍና ተጎጂዎችን አቋቁሞ ራሳቸውን እንዲችሉ በማድረግ ዙሪያ ከእነዚህ አጋር ድርጅቶች ጋር እንሠራለን፡፡

ዘመናዊ ባርነት በዓለማችን ላይ በየትኛውም ሥፍራ ሊከሰት የሚችል በመሆኑ መንግሥታት፣የንግድ ድርጅቶችና ደንበኞቻቸው ችግሩን የመከላከል የጋራ ኃላፊነት አለባቸው፡፡ ዓለም አቀፉ የሥራ ድርጅት (ILO) ከ20 ሚሊዮን በላይ ሰዎችን በማሠማራት ህገወጦች 150 ቢሊዮን ዶላር የሚገመት ህገወጥ አሠራር ትርፍ እንደሚያገኙ በሪፖርቱ አመልክቷል፡፡

ህገወጥ የሰዎች ዝውውርን በአቅርቦት ሰንሰለት ላይ መግታት የሸማቾችንም የነቃ ተሳትፎና የግሉን ዘርፍ መሪዎች አጋርነት የሚጠይቅ ነው፡፡ ፕሬዚዳንት ኦባማ፡-“እያንዳንዱ ዜጋ ችግሩን በማጋለጥና የሚለብሰው ልብስ፣ የሚበላው ምግብና ማናቸውም ለሽያጭ የሚቀርቡለት ሸቀጦች ከጉልበት ብዝበዛ በፀዳ መንገድ መመረታቸውን ማረጋገጥ ይችላል” ሲሉ አሳስበዋል፡፡ የንግድና ለትርፍ ያልተቋቋሙ ድርጅቶች መሪዎችም የአቅርቦት ሰንሰለቶቻቸው ከጉልበት ብዝበዛ መፅዳታቸውን በማረጋገጥ ባርነትንና ግዞትን መከላከል እንደሚችሉም ጠቁመዋል፡፡

የአሜሪካ መንግሥት ህገወጥ የሰዎች ዝውውርን በአሜሪካም ሆነ በዓለም ዙሪያ ከምንጩ ለማድረቅ ከፍተኛ ጥረት በማድረግ ላይ ይገኛል፡፡ በኢትዮጵያም የአሜሪካ መንግሥት ከወርልድ ቪዥንና ከሜኖናይት የኢኮኖሚ ዕድገት አጋሮች ጋር በመተባበር  “የህፃናት ጉልበት ብዝበዛን ለመዋጋት የተቀናጁ ኢትዮጵያውያን” በተሰኘ ፕሮጀክት በኩል ለጉልበት ብዝበዛና ለህገወጥ ዝውውር ተጋላጭ የሆኑ ወጣቶች ሰፋ ያለ የትምህርት ዕድል እንዲያገኙ በማስቻል ከፍተኛ እንቅስቃሴ አድርጓል፡፡ በተጨማሪም ፕሮጀክቱ ለህገወጥ ዝውውር ሊጋለጡ ይችላሉ ለተባሉ ህፃናት ቤተሰቦችም ድጋፍ ያደርጋል፡፡ ከአንድ ወር በፊት ከሠራተኛና ማህበራዊ ጉዳዮች ሚኒስትር ክቡር አቶ አብዱልፋታህ አብዱላሂ ሐሰን ጋር በመሆን ወደ ደቡብ ኢትዮጵያ በተጓዝኩበት ወቅት ፕሮጀክቱ ህገወጥ ዝውውርን ከመዋጋት አኳያ እያበረከተ ያለውን ከፍተኛ አስተዋፅዖ ለማወቅ ችያለሁ፡፡ ባየሁትም አኩሪ ሥራ የተደነቅሁ ሲሆን፤ ኢትዮጵያና አሜሪካ አስከፊ የሆነውን የህፃናት ጉልበት ብዝበዛን በጋራ በመዋጋት ያሳዩት ቁርጠኝነት በአርአያነት የሚጠቀስ እንደሆነም ተረድቻለሁ፡፡

በሌላም በኩል የአሜሪካ መንግሥት የህገወጥ ዝውውርን ችግር ከምንጩ ለማድረቅ ከዓለም አቀፉ የስደተኞች ድርጅት (IOM) ጋር በመተባበር “የማህበረሰብ ውይይት” የተሰኘ ፕሮግራም ያዘጋጃል፡፡ ፕሮግራሙ በኢትዮጵያ በታችኛው የማህበረሰብ ክፍል ህገወጥ ዝውውርን በመከላከል ላይ ያተኮረ ፕሮጀክት በማካሄድ ላይ ይገኛል፡፡ ይህ የማህበረሰብ ውይይት ፕሮግራም እያንዳንዱ ማህበረሰብ አባላቱና ነዋሪዎች ለችግሩ እንዳይጋለጡ በማስተማር የህገወጥ ዝውውር ሰለባዎች እንዳይሆኑ ያስችላቸዋል፡፡

ህገወጥ የሰዎች ዝውውርና ዘመናዊ ባርነት በአሜሪካና ኢትዮጵያን ጨምሮ በዓለም ዙሪያ በሚገኙ አጋር ሀገራት የተንሰራፋና ከፍተኛ ተፅዕኖ በማሳደር ላይ ያለ ችግር ሆኗል፡፡ይሁንና ቀጣይነት ባላቸው የተቀናጁ ጥረቶች ህገወጥ አዘዋዋሪዎችን በመዋጋት ብቻ ሳይሆን ችግሩንም ከምንጩ በማድረቅ ተጨባጭነት ያለው ለውጥ ማምጣት እንደምንችል እንተማመናለን፡፡

    Thank you for the chance you gave us on this regard. You know your country’s problem right now. About 10.5 million unemployed Americans are living and struggling to survive (BBC Friday 04,2014). Another 11 million illegal immigrants also are looking for job. In this situation I don’t understand why you are promoting hard to bring here and give a visa to ordinary Ethiopians in the form of DV lottery. If you do have ‘EXCESS” job why not you give jobs to the ordinary Americans’. Why you need us?.
    These people are just “Winners”. They don’t have family or they didn’t come to the wealthy family . In short they don’t have money .They only have American dream in their mind wants to change the lives of their families and themselves.
    This “winners” don’t have special skill or education. How can they compete? , you don’t have any program to assist them when they entered the country such as helping them to get a job or education. Once they entered in the United States you don’t care, right? Even you stand on the corner and laughing when they are struggling to survive. Yeah, that is your realty TV show. Is that morally acceptable to you?.

    If they don’t work, how can they survive? . Your Excellency, is that morally acceptable to you. Do you think all these will contribute and a sign of Modern Slavery in your country?
    We do have many questions to ask, if you would mind.

  3. Very thanks mr. Ambassador for launching of this blog. it can help us to share a lot of information pertaining the ever going misery of human beings in all parts of the world. I found America is good at reporting over all victims of human trafficking in every parts of the world. your country is also good in preventing and protection of trafficking than the other advanced countries though it is not as expected. Anyhow, my country people are suffering and selling and buying like a commodity in the less democratic middle east and gulf countries. it is very shocking when people are converted to slavery in a world that has dozens of human right laws. Greedy attitude of better to do countries aggravates the life poor section of the society from time to time. poor lose hope. they do not where to go. they do not what to do. Their choice, freedom and conscience is hijacked by the rich and traffickers. everybody knows as Ethiopia is a cradle of Human beings. But recently, the country also seems to be the cradle of trafficking in person.

However, it is done by or has been doing by the government , as an institution. the government of US it self has recruit slaves in the form of DV Lottory. You, H.E. Ambassador Patricia Haslach are working as an agent to recruit a slave in your embassy. You know your country problem ,however ;you till to day are recruiting people who believe America as a haven and a land of opportunity, as a DV lottery winners.

Another 11 Million illegal immigrants are also need a job. Hundreds of job seekers are queuing to apply for a single job each day. The unemployment rate very is high. Right now, to get a job is like to win a lottery.

    You would face another lottery in the US again to get a job.
    The chance to get a job is very very narrow that is why I said you would face another lottery in the US again.I am the “Winner” of the diversity visa “lottery” DV lottery 4 years ago, since then I have been trying to get a job but I didn’t get any. I am living with non-Ethiopian people who allows me to share a room . Like me there are a number people so called “Winners” of DV who lived with welfare or with slavery or at the extreme homeless.

    As I explained in the above paragraph, in this tough situation the US has preparing to bring another 55,000 victims this year as so called “winners” of DV lottery starting from May 1, 2014.

    Let’s stop this . Let’s get together and say enough is enough.
    Together We need to stop the suffering of our bothers and sisters in this modern slavery and forced labor practice in the united states.”
